On instruction from the Parish Council Chairman, I hereby give you notice that there will be an EXTRAORDINARY MEETING of Barrowby Parish Council to be held in the Reading Room, Barrowby on Monday 7th September at 7.30pm. All members of the Parish Council are summoned to attend for the purpose of considering and resolving upon the business to be transacted as set out hereunder.   

Public Forum: The Parish Council meeting will be preceded by a public forum commencing at 7.15pm, for which Councillors are asked to be present.  Members of the public may ask questions or make short statements to the Council, and District and County Councillors and the Police may also make reports.

3. TO RECEIVE DECLARATIONS OF INTEREST 

a. To receive declarations of Members’ interests in relation to agenda items in accordance with the Council’s Code of Conduct.

b. To consider any requests for dispensations.

4. LAND AT GRANGE PADDOCK – HM LAND REGISTRY APPLICATION

a. To receive and consider the Clerk’s briefing note and information available to the Council concerning South Kesteven District Council’s application for first registration of the parcel of land at Grange Paddock, including its historic ownership, use and maintenance.

b. To determine whether the Parish Council has any factual or legal basis upon which to make a representation or objection in relation to the HM Land Registry application and to agree any action to be taken.

5. PUBLIC OPEN-SPACE STATUS AND PROTECTION OF THE LAND

a. To consider information received indicating that South Kesteven District Council regards the land as public open space held for the benefit of the wider community, and to agree the Parish Council’s position regarding its future retention and protection.

b. To consider and agree any further representations to South Kesteven District Council concerning the land’s status, disposal, appropriation, or the granting of access, easements or other third-party rights over the land.

6. PLANNING APPLICATION S25/2471 – GRANGE PADDOCK

To consider the relationship between the parcel of land and the proposed principal vehicular access to planning application S25/2471, including its apparent public-open-space status and the deliverability of the proposed access, and to determine whether the Parish Council should submit a supplementary planning representation or seek further clarification from South Kesteven District Council.

7. FURTHER ACTION AND DELEGATED AUTHORITY

a. To agree any further action arising from the above matters and to consider delegating authority to the Clerk, in consultation with the Chairman, to:

b. undertake any necessary further factual enquiries; 

c. respond to information subsequently received from South Kesteven District Council or HM Land Registry; 

d. implement the resolutions of the Council; and 

e. submit any representations authorised by the Council within the relevant timescales.
