Dear Councillor,

I hereby give notice that the Parish Council meeting of Barrowby Parish Council will be held at the READING ROOM, Church Street, Barrowby on Monday 13th July at 7.00pm.  All members of the Parish Council are summoned to attend for the purpose of considering and resolving upon the business to be transacted as set out hereunder.

Public Forum: The Parish Council meeting will be preceded by a public forum commencing at 6.45pm, for which Councillors are asked to be present.  Members of the public may ask questions or make short statements to the Council, and District and County Councillors and the Police may also make reports.  

Members of the public and press are welcome to stay for the meeting but may not participate unless invited to do so by the Chairman.

a. To receive declarations of members’ interests in relation to agenda items.

4. MINUTES

To resolve to accept the minutes of the Parish Council Meeting held on 8th June 2026. (Appendix A)

5. PLANNING

To consider planning applications received up to the date of the meeting and to resolve to approve any representations to the Local Planning Authority (support/objection/comment) and any follow-up actions. To include:

a. S26 /1031: Proposal: Single storey detached outbuilding. Location: Linden House , 14A Manor Road, Barrowby, Lincolnshire, NG32 1BB Deadline 27th July

b. S26/0906: Notification of additional information received on Planning Application. Washing Machines at the CoOp. Deadline 16th July

c. S25/2471 Grange Paddock: To consider new documents including Drainage and Junction Changes. Deadline 22nd July

d. Lincolnshire Minerals and Waste Local Plan: To resolve to approve Parish Council response to Regulation 19 consultation Deadline 30th July

e. To receive a verbal update from the Planning Working Group

f. Additional applications received may be listed on an updated agenda sheet at the meeting

6. NEIGHBOURHOOD PLAN

To receive a verbal update on the progress of the Neighbourhood Plan

7. SKDC COMPLAINTS

To receive a verbal update regarding the complaints 

8. REPORTS

a. District & County Councillors – To receive a verbal update from local government representatives. 

b. Working Groups - To receive a verbal report from the Recreation and Green Space group, the Flower Group, Pavilion Users Group, and the 20’s Plenty Group.

9. COMMITTEE MINUTES

a. To note the draft minutes of the Allotment Committee meeting held on 15 June 2026.

i. To consider and resolve whether to approve the recommendation to purchase a three-legged ladder, up to a maximum budget of £600 including VAT, funded from Allotment reserves.

ii. To consider and resolve whether to approve expenditure from Allotment reserves for a tree works on the orchard and boundary trees, with quotes to be obtained/confirmed.

b. To note the draft minutes of the Burial Ground Committee meeting held on 26 June 2026.

i. To consider and resolve whether to approve the Burial Ground Committee’s recommendations in relation to the gate post replacement and investigation quotes.

ii. To consider and resolve whether to approve the Memsafe memorial safety work at a cost of £240 including VAT, subject to the ERoB grant holder paying the full cost to the Council in advance.

iii. To consider the Committee’s recommendation regarding the structure of ERoB including 10-year advance reservation rights, 50-year rights from first interment, and 10-year extensions.

c. To note the draft minutes of the Staffing Committee meeting held on 26 June 2026.

i. To resolve to move into closed session under the Public Bodies Act 1960 due to the confidential staffing matters to be discussed.

ii. To receive a confidential recommendation from the Staffing Committee regarding staff pay scale progression and resolve whether to approve the recommendation.

iii. To return to open session

d. To note the draft minutes of the Finance Committee meeting held on 8 July 2026.

i. To consider and resolve whether to approve any recommendations, expenditure or decisions referred to Full Council by the Finance Committee.

10. FINANCE

a. To resolve to approve June 2026 bank reconciliations (Appendix B)

b. To note the income for June 2025 (Appendix C)

c. To resolve to approve the payments list (Appendix D)

d. To resolve to approve the movement of funds from the Allotment reserves to cover expenditure discussed in agenda point 9a

e. To resolve to approve the movement of funds from the Burial Ground Admin budget to the Maintenance budget 

f. To resolve to approve subscription to Campaign for Rural England

g. To resolve to approve the use of Scribe cemetery for the management of the burial ground

h. To resolve to approve the quote for Mill Row into Lowfields to tackle annual flooding

11. PAVILION 

To receive a verbal update on current use and redesign of the Pavilion. 

12. 300 YEARS ISAAC NEWTONS DEATH: ORCHARD, ART INSTALLATION, GARDEN OF REFLECTION  

To consider Newton commemorative planting and options for a Garden of Reflection or community arts installation. (Appendix E)

13. CLERKS REPORT

To note and receive updates on the Clerk’s report and note delegated spending (Appendix F)

14. CAPTURE OF FUTURE ISSUES FOR DISCUSSION / AGENDA ITEMS

To allow councillors to highlight matters to be considered for inclusion on a future agenda. No discussion on the content of the topics will take place.
