I hereby give notice that the Parish Council meeting of Barrowby Parish Council will be held at the READING ROOM, Church Street, Barrowby on Monday 11th May at 7.00pm. All members of the Parish Council are summoned to attend for the purpose of considering and resolving upon the business to be transacted as set out hereunder.
Public Forum: The Parish Council meeting will be preceded by a public forum commencing at 6.45pm, for which Councillors are asked to be present. Members of the public may ask questions or make short statements to the Council, and District and County Councillors and the Police may also make reports.
Members of the public and press are welcome to stay for the meeting but may not participate unless invited to do so by the Chairman.

6. MINUTES
To resolve to accept the minutes of the Parish Council Meeting held on 13th April 2026. (Appendix A)
7. COUNCILLOR PRIORITIES AND AREAS OF FOCUS FOR 2026/27
To receive short statements from Councillors outlining their individual priorities, areas of interest, and intended focus for the coming civic year, and to consider how Councillors may support one another and the work of the Council.
8. ANNUAL PROCEDURES.
a) To review and amend Terms of Reference for Allotment, Buildings and Assets, Burial Ground, Finance, and Staffing Committees. (Appendix: B)
b) To elect Members to the Allotment, Burial Ground, Finance, Pavilion and Staffing Committees
c) To elect Members to the Parochial Church Council if requested.
d) To review and adopt Standing Orders and Financial Regulations. (Appendix: C)
e) To review the Asset Register as 31 March 2026. (Appendix D)

h) To consider reaffirming Barrowby Parish Council’s commitment to the Civility and Respect Pledge originally signed in 2023. (Appendix E)
i) To note that Parish Council meetings will be held on the second Monday of every month at 7pm. There is no Parish Council meeting in August.
9. REPORTS
a. District & County Councillors – To receive a verbal update from local government representatives.
b. Working Groups - To receive a verbal report from the Recreation and Green Space group, the Flower Group, Pavilion Users Group and the 20’s Plenty Group.
10. PLANNING
To consider planning applications received up to the date of the meeting and to resolve to approve any representations to the Local Planning Authority (support/objection/comment) and any follow-up actions. To include:
a. S26/0204 Non-material amendment to planning approval S25/0613 to amend the approved Planning Layout listed within the Approved Plans under condition 2. Taylor Wimpey
b. S26/0611 Seven replacement timber windows with traditional details, repair & painting of existing render & removal of brick infill panel to form a larger window opening. The Ceders
c. S26/0623 Non-material amendment to planning approval S25/0613 to amend the wording of condition 18 to vary plots subject to validation testing. Taylor Wimpey
d. S25/2471: Land West of Grange Paddock. Additional Documents added. Deadline 15th May

f. To receive a verbal update from the Planning Working Group

11. SKDC COMPLAINTS
To receive a verbal update regarding the complaints
12. COMMITTEE MINUTES

13. FINANCE
a. To resolve to approve April 2026 bank reconciliations (Appendix F)
b. To note the summary of receipts, precept, expenditure and surplus / deficit figure. (Appendix G)
c. To note the income for April 2025 (Appendix H)
d. To resolve to approve the payments list (Appendix I)
e. Play area signage: To consider updating the signage at the play area to improve safety information, site rules, reporting arrangements and damage/hazard reporting details, and to agree the preferred approach, wording and any delegated authority required to obtain quotations and proceed with the work. (Appendix J)
f. To resolve to approve attendance at the LALC annual conference for staff at £45 per ticket.
g. To note a request from the charity LIVES (Lincolnshire Integrated Voluntary Emergency Services) for financial support.
14. CLERKS REPORT
To note and receive updates on the Clerk’s report and note delegated spending (Appendix K)
15. ANNUAL PARISH MEETING
a. To confirm requirements for the Annual Parish Meeting Wednesday 13th May 6.30pm at the Willows.
b. To review and approve the community consultations to be completed at the APM and thereafter. To agree a timescale for the consultation. (Appendix L)
16. CAPTURE OF FUTURE ISSUES FOR DISCUSSION / AGENDA ITEMS
To allow councillors to highlight matters to be considered for inclusion on a future agenda. No discussion on the content of the topics will take place.
