I hereby give notice that the Parish Council meeting of Barrowby Parish Council will be held at the READING ROOM, Church Street, Barrowby on Monday 8th June at 7.00pm. All members of the Parish Council are summoned to attend for the purpose of considering and resolving upon the business to be transacted as set out hereunder.
Public Forum: The Parish Council meeting will be preceded by a public forum commencing at 6.45pm, for which Councillors are asked to be present. Members of the public may ask questions or make short statements to the Council, and District and County Councillors and the Police may also make reports.
Members of the public and press are welcome to stay for the meeting but may not participate unless invited to do so by the Chairman.

4. MINUTES
To resolve to accept the minutes of the Parish Council Meeting held on 11th May 2026. (Appendix A)
5. ANNUAL GOVERNANCE AND ACCOUNTABILITY RETURN
a) To receive the Annual Internal Auditor’s Report 2024/25. (Appendix B)
b) To consider the recommendations or matters arising from the Internal Auditor’s narrative report and note the actions taken to date. (Appendix C)
c) To complete and sign the Annual Governance Statement 2024/25. (Appendix D)
d) To receive and sign the Accounting Statements 2024/25 (Appendix D pg5)
e) To receive and consider statement of accounts and the bank reconciliation 2024/25. (Appendix E)
f) To receive and consider the explanation of variances. (Appendix F)
g) To agree the dates for the period of public rights.

a. To resolve to approve May 2026 bank reconciliations (Appendix G)
b. To note the income for May 2025 (Appendix H)

7. REPORTS
a. District & County Councillors – To receive a verbal update from local government representatives.
b. Working Groups - To receive a verbal report from the Recreation and Green Space group, the Flower Group, Pavilion Users Group and the 20’s Plenty Group.
8. PLANNING
To consider planning applications received up to the date of the meeting and to resolve to approve any representations to the Local Planning Authority (support/objection/comment) and any follow-up actions. To include:
a. S26/0048: Coop at the Heathers. Additional information added. Deadline 11th June
b. S25/2471: Land West of Grange Paddock. Additional Documents added. Deadline 16th June
c. Butt Lane: To consider a request for Barrowby Parish Council to provide a factual community statement in relation to Butt Lane and its local amenity value, condition and maintenance. (Appendix J)
d. To receive a verbal update from the Planning Working Group
e. Additional applications received may be listed on an updated agenda sheet at the meeting
9. NEIGHBOURHOOD PLAN
a. To NOTE the Examiner’s clarification of the Barrowby Neighbourhood Plan examination and to consider the Parish Council’s response. (Appendix K)
b. To NOTE that SKDC is preparing a further focused consultation on the Basic Conditions Statement Addendum, with further details to follow.
10. SKDC COMPLAINTS
To receive a verbal update regarding the complaints
11. BARROWBY NEWS
To consider the future of the Barrowby News Publication
12. TREE SURVEY
To consider the works identified in the tree survey (Appendix L)

To consider councillor response times, engagement with Council business between meetings, and the process for giving instructions to the Clerk and other officers. (Appendix M)

To allow councillors to highlight matters to be considered for inclusion on a future agenda. No discussion on the content of the topics will take place.
