MINUTES OF THE BARROWBY PARISH COUNCIL FINANCE COMMITTEE MEETING HELD AT THE READING ROOM ON WEDNESDAY 19th NOVEMBER 2025
MEETING OPENED: 6.00p
1. ELECTION OF MEETING CHAIR (25/018)
In the absence of Councillor Whittington due to long term illness, Councillor Eaton was elected meeting chair unanimously.
2. WELCOME REMARKS BY THE CHAIRMAN (25/019)
Councillor Eaton welcomed members to the meeting and thanked them for their attendance. Those in attendance: Councillors Brown, and Durand, Mr C Billing RFO. Councillor Lee’s was delayed, arriving at 6.17pm.
3. APOLOGIES: TO RECEIVE APOLOGIES FOR ABSENCE AND REASONS GIVEN (25/020)
Apologies received from Councillor Whittington; the committee wished him a speedy recovery.
Apologies received and accepted from Councillor Lee’s who had been delayed.
4. TO RECEIVE DECLARATIONS OF PECUNIARY INTEREST AND REQUESTS FOR DISPENSATION IN ACCORDANCE WITH THE LOCALISM ACT 2011 (24/031) (25/021)
None Received.
5. APPROVAL OF MINUTES (25/022)
It was Resolved to approve the minutes of the previous meeting held on 15th October 2025.
6. TO REVIEW THE FIRST DRAFT OF THE PARISH COUNCIL BUDGET FOR FIANCIAL YEAR 2026/27 (25/023)
6.1 The RFO’s first draft of the BPC budget for 2026/27 was NOTED.
6.2 The committee requested the following amendments made to the budget proposal.
Hourly rent for the Reading Room to be increased by £1 from 1 April 2026
Addition of earmarked reserves for New Community Building (£25K), Allotment Underspend (£2k) and Major Maintenance Projects (£10k) be included in the proposal
New precept request to be circulated for information once SKDC has confirmed band D equivalent housing numbers for 2026/27 financial year.
7. TO HIGHLIGHT ADDITIONAL AREAOF CAPTIAL EXPENDITURE TO INCLUDE IN3 YEAR BUDGET FORECAST (25/024)
Areas for future capital expenditure were NOTED with Councillor Eaton confirming that the task of identifying and prioritising future projects had been allocated to the Buildings and Assets Committee who will feed back to the Parish Council in due course.
