MINUTES OF THE BARROWBY PARISH COUNCIL FINANCE COMMITTEE MEETING HELD AT THE READING ROOM ON WEDNESDAY 8th APRIL 2026
MEETING OPENED: 6.03pm
1. WELCOME REMARKS BY THE CHAIRMAN (25/032)
Councillor Eaton welcomed members to the meeting and thanked them for their attendance. Those in attendance: Councillors Brown, Lee’s and Durand, Mr C Billing RFO.
2. APOLOGIES: TO RECEIVE APOLOGIES FOR ABSENCE AND REASONS GIVEN (25/033)
Apologies received and accepted from Councillor Whittington due to conflicting appointment.
3. TO RECEIVE DECLARATIONS OF PECUNIARY INTEREST AND REQUESTS FOR DISPENSATION IN ACCORDANCE WITH THE LOCALISM ACT 2011 (26/003) (25/034)
None Received.
4. APPROVAL OF MINUTES (25/035)
It was Resolved to approve the minutes of the previous meeting held on 7th January 2026.
5. QUARTER 4 & YEAR END 2025/26 PERFORMANCE REVIEW (25/036)
The councils net cash position of versus budget was noted as -£22.99 with additional work being undertaken to the Pavilion and Low Field.
Reductions in income from the Pavilion and Burial Ground were off-set by reduced spending on the playground, Reading room and Admin costs.
6. REVIEW OF 2026/27 PAVILION COSTS (25/037)
The costs for the running of the Pavilion and Low fields following the decision of the Pre-school to close from 31/3/26 were noted. The new projection shows a Nett cost of £17663. This was considered unsustainable and if alternative revenue could not be found then the football and cricket clubs would need to take a greater responsibility for funding.
It was Resolved to take the financial position to the next Build and Assets committee meeting to review all costs to allow a revised forecast to be produced.
