MINUTES OF THE BARROWBY PARISH COUNCIL FINANCE COMMITTEE MEETING HELD AT THE READING ROOM ON WEDNESDAY 7th JANUARY 2026
MEETING OPENED: 6.05pm
1. WELCOME REMARKS BY THE CHAIRMAN (25/025)
1.1 Councillor Eaton welcomed members to the meeting and thanked them for their attendance. Those in attendance: Councillors Brown, Lee’s and Durand, Mr C Billing RFO.
2. APOLOGIES: TO RECEIVE APOLOGIES FOR ABSENCE AND REASONS GIVEN (25/026)
2.1 Apologies received and accepted from Councillor Whittington due to ongoing illness.
3. TO RECEIVE DECLARATIONS OF PECUNIARY INTEREST AND REQUESTS FOR DISPENSATION IN ACCORDANCE WITH THE LOCALISM ACT 2011 (25/027) (25/028)
3.1 None Received.
4. APPROVAL OF MINUTES (25/029)
4.1 It was Resolved to approve the minutes of the previous meeting held on 19th November 2025.
5.TO REVIEW 1ST DRAFT OF PARISH COUNCIL BUDGET FOR FINANCIAL YEAR 2026/27 (25/030)
5.1 The latest draft budget was reviewed. A reduction in expenditure of £1,500 in the playgrounds repairs and maintenance budget was agreed, offset by a provision for new equipment from pending section 106 funds.
5.2 It was RESOLVED to approve an income budget of £46,505 and expenditure of £127,684 to be presented to the full parish council meeting on 12/1/26. Proposed Nigel Eaton, Seconded Tim Lee’s, agreed unanimously.
5.3 It was RESOLVED to approve the request of £81,000 as the Parish precept for 26/27 684 to be presented to the full parish council meeting on 12/1/26. Proposed Nigel Eaton, Seconded Tim Lee’s, agreed unanimously.
5.4 It was RESOLVED to approve the request to create three earmarked reserves for 26/27
Community Site Development £25,000
Major Renovation Projects £10,000
Allotment £2,000
To be presented to the full parish council meeting on 12/1/26. Proposed Nigel Eaton, Seconded Tim Lee’s, agreed unanimously.
6. QUARTER 3 2025/26 PERFORMANCE REVIEW (25/031)
The current financial position at the 31st of December was NOTED with no addition concerns raised.
