I hereby give notice that the Parish Council meeting of Barrowby Parish Council will be held at the READING ROOM, Church Street, Barrowby on Monday 10th November at 7.00pm.  All members of the Parish Council are summoned to attend for the purpose of considering and resolving upon the business to be transacted as set out hereunder.
Public Forum:  The Parish Council meeting will be preceded by a public forum commencing at 6.45pm, for which Councillors are asked to be present.  Members of the public may ask questions or make short statements to the Council, and District and County Councillors and the Police may also make reports.  
 
Members of the public and press are welcome to stay for the meeting but may not participate unless invited to do so by the Chairman.

4. MINUTES
To resolve to accept the minutes of the Parish Council Meeting held on 13th October 2025 and the EOM on the 5th November. (Appendix A)
 
5. FINANCE
a. To resolve to approve October bank reconciliations(Appendix B)
b. To note the summary of receipts, precept, expenditure and surplus / deficit figure. (Appendix C)
c. To note the income for October 2025 (Appendix D)
d. To resolve to approve the payments list (Appendix E)
e. To note the Quarterly Finance Committee update. (Appendix F)
f. To resolve to approve the amended Terms of Reference for the Finance Committee (Appendix G)
g. To note the presentation by the RFO regarding clarification of spending process. (Appendix H)
h. To resolve to approve the named bank signatories and authorised persons for the bank accounts.
i. To review and resolve to approve the Direct Debit payments (Appendix I) 
j. To review and resolve the approved suppliers list and to consider awarding longer term contractors where appropriate. (Appendix I)
k. To resolve to approve grass cutting contracts and work on the Lowfields as per report (Appendix J)
l. To resolve to approve scribe online booking as a result of successful trial by RFO and Clerk. £219 set up with £23 per month thereafter. 
m. To resolve to approve use of Stripe for online booking payments whereby there will be a 1.5% fee plus 20p
n. To resolve to approve payment of overtime for the Caretaker for additional hours covering Pavilion Cleaners.
o. To resolve to approve the Grant Application by Barrowby Open Door for the families Christmas event. (Appendix K)
 
6. VILLAGE INFRASTRUCTURE
a. To receive a verbal update on the site visit to the Old Butchers and to resolve to approve the next steps.
b. To consider request from residents for a War memorial 
 
7. COMMUNITY ENGAGMENT AND COMMUNICATION
a. To consider opportunities for community engagement to build a body of evidence to be used in grant applications
b. To consider opportunities for Volunteer engagement to enable jobs to be completed in the Parish.
c. To consider different methods of communication by the Parish Council and groups within the Parish. 
 
8. COMMITTEE MINUTES
a. To note the minutes from the Finance Committee meeting 15th October (Appendix L)
b. To resolve to approve the restructure of the Pavillion Committee into the Pavilion Users Group and the Buildings and Assets Committee. (Appendix M)
     
9. REPORTS
a. District & County Councillors – To receive a verbal update from local government representatives. 
    i. To consider proposal by Cllr Leadenham regarding joint strategy subcommittee to act on behalf of the Belvoir Ward Group of Parishes in relation to planning and development. (Appendix N)
b. Health & Safety - To receive a verbal report on the recent play area checks. 
c. Community Areas 
    i. To consider parking around the Village Green 
    ii. To consider Bins on the Lowfields
    iii. To receive a verbal report from the Recreation and Green Space group.
    iv. To receive a verbal report from the Flower group.
d. Village Events:
    i. To note that the Parish Council has a Yew Tree on the Church Path to decorate
    ii. To note the requirements for other Christmas Decorations in the Village
e. To note Internal Auditors Report and Assertion 10 compliance assessment. (Appendix O)
f. Combined Parish Partnership (CPP) Of Villages Along The A1 Corridor - To receive a verbal report.
 
10. CLERK’S REPORT
To note and receive updates on the Clerk’s report and note delegated spending (Appendix P)
 
11. PLANNING
a. To note the result of the Parish Poll (Appendix Q)
b. To receive a verbal update from the EOM
    i. To resolve to approve membership to the CPRE (Campaign to Protect Rural England) £60pa
    ii. To consider funding for Planning Consultant and technical advisors.
c. To receive a verbal update on any other planning issues in the Parish 
    i. To note statement made by Taylor Wimpy (Appendix R)
 
12. NEIGHBOURHOOD PLAN
To receive a verbal update on the Neighbourhood Plan.

To resolve to approve the meeting dates for the Parish Council Meetings in 2026 (Appendix S)

b. Review and approve Training policy (Appendix U)
 
15. CAPTURE OF FUTURE ISSUES FOR DISCUSSION / AGENDA ITEMS
To allow councillors to highlight matters to be considered for inclusion on a future agenda. No discussion on the content of the topics will take place.
