Dear Councillor,
  
I hereby give notice that the Parish Council meeting of Barrowby Parish Council will be held at the READING ROOM, Church Street, Barrowby on Monday 12th January at 7.00pm.  All members of the Parish Council are summoned to attend for the purpose of considering and resolving upon the business to be transacted as set out hereunder.
 
Public Forum:  The Parish Council meeting will be preceded by a public forum commencing at 6.45pm, for which Councillors are asked to be present.  Members of the public may ask questions or make short statements to the Council, and District and County Councillors and the Police may also make reports.  
 
Members of the public and press are welcome to stay for the meeting but may not participate unless invited to do so by the Chairman.

To resolve to accept the minutes of the Parish Council Meeting held on 8th December 2025. (Appendix A)
 
5. COOPTION OF PARISH COUNCILLOR
 
6. HIGHWAYS
To receive an update from Cllr Paul Wimhurst Executive Support Councillor for Highways, LCC, on outstanding issues.
 
7. PLANNING
To consider planning applications received up to the date of the meeting and to resolve to approve any representations to the Local Planning Authority (support/objection/comment) and any follow-up actions. To include:
i. S25/2471: Outline application for up to 195 dwellings with open space, landscaping, drainage and other associated works (all matters reserved except for access).
Additional applications received may be listed on an updated agenda sheet at the meeting.
 
8. NEIGHBOURHOOD PLAN
To receive a verbal update on the Neighbourhood Plan
 
9. REPORTS
a. District & County Councillors – To receive a verbal update from local government representatives. 
b. Working Groups - To receive a verbal report from the Recreation and Green Space group and the Flower Group.
c. Combined Parish Partnership (CPP) Of Villages Along The A1 Corridor - To receive a verbal report.

a. To note the minutes from the Staffing Committee 15th December 2025 (Appendix B)
i. To resolve to approve the recruitment of a zero hours Handy Person (Appendix C)
ii. To resolve to approve recruitment of a zero hours Assistant Caretaker (Appendix D)
b. To note the minutes from the Burial Committee 15th December 2025 (Appendix E)
c. To note the minutes from the Allotment Committee 15th December 2025 (Appendix F )
d. To note the minutes from the Finance Committee meeting 7th January 2026 (Appendix G)
 
11. FINANCE
a. To resolve to approve December 2025 bank reconciliations(Appendix H)
b. To note the 2025/26 summary of receipts, precept, expenditure and surplus / deficit figure. (Appendix I)
c. To note the income for December 2025 (Appendix J)
d. To resolve to approve the payments list (Appendix K)
e. To resolve to approve payment of £204 for the LALC Annual Training Scheme
f. To resolve to approve payment of £215 for Clerk membership to SLCC
g. To consider and approve the Budget for the financial year 2026/27 (Appendix L).
h. To consider and approve the Council’s Earmarked Reserves for 2026/27:
i. £25,000 community site developments.
ii. £10.000 major development projects.
iii. £2,000 allotment projects
i. To determine and approve the Precept for 2026/27 and to authorise the RFO to submit the Precept request to the billing authority by the required deadline (Appendix L).

a. Review and approve Equal Opportunities, Grievance and Lone Worker policies (Appendix N).

To allow councillors to highlight matters to be considered for inclusion on a future agenda. No discussion on the content of the topics will take place.
