I hereby give notice that the Parish Council meeting of Barrowby Parish Council will be held at the READING ROOM, Church Street, Barrowby on Monday 9th March at 7.00pm. All members of the Parish Council are summoned to attend for the purpose of considering and resolving upon the business to be transacted as set out hereunder.
Public Forum: The Parish Council meeting will be preceded by a public forum commencing at 6.45pm, for which Councillors are asked to be present. Members of the public may ask questions or make short statements to the Council, and District and County Councillors and the Police may also make reports.
Members of the public and press are welcome to stay for the meeting but may not participate unless invited to do so by the Chairman.

3.TO RECEIVE DECLARATIONS OF PECUNIARY INTEREST IN ACCORDANCE WITH THE LOCALISM ACT 2011
a. To receive declarations of members’ interests in relation to agenda items.
b.To consider requests for dispensations from members.
4.MINUTES
To resolve to accept the minutes of the Parish Council Meeting held on 9th February 2026 and the EOM held on 4th March 2026. (Appendix A)
5.PLANNING
To consider planning applications received up to the date of the meeting and to resolve to approve any representations to the Local Planning Authority (support/objection/comment) and any follow-up actions. To include:
a. A verbal update on: S25/2471, S26/0037 and S26/0038, S26/0048 and S26/0235
b. Additional applications received may be listed on an updated agenda sheet at the meeting.
6.VILLAGE WEIGHT RESTRICTION
Councillors have raised concerns about HGV movements through the village (e.g., Rectory Lane / Low Road) and impacts on safety and heritage assets. Council is asked to consider pursuing a 7.5t environmental weight restriction on specified roads (Appendix B)
7.PROPOSED WAITING RESTRICTIONS - CHURCH ST, MAIN ST & HIGH ROAD
To consider the proposed plan by LCC Highways and resolve to approve the Council response. (Appendix C ref 510)
8.REPORTS
a. District & County Councillors – To receive a verbal update from local government representatives.
b. Working Groups - To receive a verbal report from the Recreation and Green Space group, the Flower Group and the 20’s Plenty Group.

10. FINANCE
a.To resolve to approve February 2026 bank reconciliations (Appendix D )
b.To note the 2025/26 summary of receipts, precept, expenditure and surplus / deficit figure. (Appendix E)
c.To note the income for February 2025 (Appendix F)
d.To resolve to approve the payments list (Appendix G)
e.To resolve to approve to purchase and install new litter and dog waste bins on the Lowfields. To resolve to approve the reallocation of the 25/26 budget to fund this
f.To resolve to approve the specialist grass maintenance by J Pask on the Lowfields. To resolve to approve the reallocation of the 25/26 budget to fund this.
g.To resolve to approve acceptance of the LCC grass cutting grant for identified verges. Contribution figure: £1622.79 (Appendix H)
11. CLERK’S REPORT
To note and receive updates on the Clerk’s report and note delegated spending (Appendix I)
12.USE OF THE PAVILION
To discuss the impact of the closure of the preschool and possible options for use of the Pavilion.
13.LETTER TO NEW RESIDENTS
To resolve to approve the Letter to New Residents and deliver to all new build houses. (Appendix J)
14. ANNUAL PARISH MEETING
To consider options and set a date for the Annual Parish Meeting.
15.POLICIES
To note that all committees should review their Terms of Reference and relevant policy documentation prior to the meeting in May.
16. CAPTURE OF FUTURE ISSUES FOR DISCUSSION / AGENDA ITEMS
To allow councillors to highlight matters to be considered for inclusion on a future agenda. No discussion on the content of the topics will take place.
To be carried forward:
• Option for veterans housing in New Developments. 1st Allocation to those with a local connection. 2nd Allocation to veterans.
• Proposal for wards within the parish to allow for equal representation across the parish e.g. East of the A1, Westry Corner etc.
• Damping of noise at the Reading Room to be considered on B&A 23rd March
