MINUTES OF THE BARROWBY PARISH COUNCIL FINANCE COMMITTEE MEETING HELD AT THE READING ROOM ON WEDNESDAY 7th October 2026

MEETING OPENED: 6.31pm

 

WELCOME REMARKS BY THE CHAIRMAN (26/001)

Councillor Eaton welcomed members to the meeting and thanked them for their attendance. Those in attendance: Councillors Brown, Lee’s and Durand, Whittington, Mr C Billing RFO.

APOLOGIES:  TO RECEIVE APOLOGIES FOR ABSENCE AND REASONS GIVEN (26/002)

None received

TO RECEIVE DECLARATIONS OF PECUNIARY INTEREST AND REQUESTS FOR DISPENSATION IN ACCORDANCE WITH THE LOCALISM ACT 2011 (26/003)

None Received.

APPROVAL OF MINUTES (26/004)

It was Resolved to approve the minutes of the previous meeting held on  8th July 2026.

QUARTER 2 2026/27 PERFORMANCE REVIEW (26/005)

  1. The councils net cash position of versus budget was noted as +5.8% versus 25/26 driven by reduced costs largely from lower use of the Pavilion, plus reduced utility bills.
  2. The RFO was requested to see if SKDC could be charged more for use of Reading Room for May 27 elections.
  3. Request for report to be sent to clerk for inclusion in October parish council meeting.


REVIEW OF 2027/28DRAFT BUDGET

  1. Increase in precept request of £4625 was noted.
  2. Resolved to set aside £5k of the existing new building earmarked reserves for architect fee.
  3. RFO to circulate individual budgets to committee chairs for feedback prior to next review meeting. No further changes were proposed.
