MINUTES OF THE BARROWBY PARISH COUNCIL FINANCE COMMITTEE MEETING HELD AT THE READING ROOM ON WEDNESDAY 8th July 2026
MEETING OPENED: 6.03pm
WELCOME REMARKS BY THE CHAIRMAN (26/001)
Councillor Eaton welcomed members to the meeting and thanked them for their attendance. Those in attendance: Councillors Brown, Lee’s and Durand, Whittington, Mr C Billing RFO.

APPROVAL OF MINUTES (26/004)
It was Resolved to approve the minutes of the previous meeting held on 8th April 2026.
QUARTER 1 2026/27 PERFORMANCE REVIEW (26/005)
- The councils net cash position of versus budget was noted as +5.9% versus 25/26 driven by increased precept receipts.
- Forecast expenditure for the year was noted as -£15,029 versus budget due the closure of the pre-school. Expenditure was also reduced by £15,348 as major work had still to be undertaken.
- It was resolved to review football club finances ahead of contract renewal in October and to calculate contribution based on original RPI increase agreement.
- It was resolved to ask the B&A committee to review Low Field grass-cutting costs for potential savings.
- The RFO was requested to ensure new properties on the Jelson development were included in the Barrowby council tax precept for 2027-28.
- I was noted that all committees need to prepare their submissions for the budget process over the summer so all anticipated expenditure is included in the budgeting process in September.
