Minutes of the Barrowby Parish Council Meeting held on Monday 13th July 2026 at the Reading Room, Church Street, Barrowby at 6:45pm
Public Forum (6:45pm – 7pm) There were 5 members of the public present.
• Concern was raised over the new documents added to Planning Application: S25/2471: Land West of Grange Paddock relating to changes to the Highways. The White Swan were concerned how such road works would impact their deliveries and ability to run their business. It was NOTED that the application was still speculative at this stage and the proposed works were suggestions and not approved work. It is most likely such works would require consultation. Residents were encouraged to put their comments into the planning portal to highlight any material concerns they have over the new documents.

• Further discussions regarding concerns over Planning Application: S25/2471: Land West of Grange Paddock took place.

Cllr Eaton welcomed members and members of the public to the meeting.
2. APOLOGIES (26/037)
Clls Bosworth and District Cllr Robert Leadenham apologies were NOTED
Cllr M Brown was absent
It was NOTED that all apologies should be sent to the clerk prior to the meeting rather than passed through other councillors
3. DECLARATIONS OF INTEREST (26/038)
a) No declarations were made.
b) No dispensations were made.
4. MINUTES (26/039)
It was RESOLVED to approve and sign the minutes from the Parish Council meeting on 8th June 2026. There were 3 abstentions
Variation to the order of business
It was AGREED to bring forward agenda item 8, as Councillor Litchfield needed to leave the meeting early. Item 8 was therefore considered after agenda item 4.
5. PLANNING (26/040)
a) S26 /1031: Proposal: Single storey detached outbuilding. Location: Linden House , 14A Manor Road, Barrowby, Lincolnshire, NG32 1BB Deadline 27th July. No comments NOTED.
b) S26/0906: Notification of additional information received on Planning Application. Washing Machines at the CoOp. Deadline 16th July. It was NOTED that the Inpost Lockers do not have planning permission either and are sighted where required planting should have been completed. This application has identified several planning breaches with the CoOp itself. These include but are not exclusively: planting should be in place to reduce the visual impact of the CoOp and carpark thus justifying the planning request to site the building closer to the road rather than set back, planting of shrubs, trees and a hedge has not taken place, the fence is too low, there are no bird bricks in the construction, the EV charging ports have not been installed, the Totem is in the wrong place. It was RESOLVED to approve to contact SKDC regarding enforcement of planning conditions. It was RESOLVED to approve Cllr Durand as lead member with confirmation of comment via email.
c) S25/2471 Grange Paddock: To consider new documents including Drainage and Junction Changes. Deadline 22nd July. It was NOTED that LCC had been contacted regarding the junction changes. As it is speculative planning no further information was available at this time. It was NOTED that this was at least the third proposal put forward by the developer to address drainage issues at the site. Members questioned whether the proposed discharge of surface water into the existing drainage network at a restricted rate of 5 litres per second had been demonstrated to be deliverable, particularly given the clay soil conditions. Members considered that further evidence was required regarding attenuation capacity, the capacity of the receiving drainage network and approval of the proposed connection. It was RESOLVED to approve Cllr Durand to prepare comment to be confirmed via email.

d) Lincolnshire Minerals and Waste Local Plan: It was RESOLVED to approve Parish Council response to Regulation 19 consultation.
e) To receive a verbal update from the Planning Working Group. It was NOTED that most points had already been covered in the meeting thus far. There was nothing further to add at this time.
f) No additional planning applications were received.
6. NEIGHBOURHOOD PLAN (26/041)
A verbal update on the Neighbourhood Plan was received. It was NOTED that a further consultation was required on the Design Codes and Guidance and the Housing Needs Assessment documents. This will run 14th July – 25th August.
7. SKDC COMPLAINTS (26/042)
A verbal update on the SKDC complaints was received. It was NOTED that the draft report from Weightmans had been received and Parish Council response was being prepared.

8. REPORTS (26/043)
This item was considered earlier in the meeting, following agenda item 4.
Verbal update received from local government representatives:
i. County Councillor Litchfield: Ongoing issues being progressed, namely:
i. A52/A1 Light repairs. These have now been fixed
ii. A1 litter / signs. Cllr Litchfield is keen to continue to work with the volunteers to support removal of road work debris.
iii. Bridge barrier height from Low Road to Dysart Road: There is a reluctance by National Highways to do any work at this time. Cllr Litchfield has requested an on site visit to view the situation in relation to someone on a bike. It is the only safe school route and Cllr Litchfield will continue to pursue change.
iv. Rectory Road. The path has now been fixed. However the verge still being parked on as no there are barriers in place. When Highways visit for the bridge barrier height they will also view this issue.
v. Blocked Drains: Despite reporting on Fix My Street, the drains outside the CoOp, on Casthorpe Road by the Village Green, on Low Road and on High Road near the Memorial Hall remain blocked. There is no planned work to clear them. Cllr Litchfield to include these in the walkaround with LCC Highways.
vi. Caravan: Enforcement action has been initiated. It is now with SKDC.
vii. Low Road speed restrictions: LCC Highways have agreed to investigate the speed limit on Low Road now the building work has started. Parish Council RESOLVED to approve supporting a 30mph limit all along Low Road and onto Dysart Road. A request was made for an Archer Survey ACTION: Clerk to contact SKDC to request Archer Survey. Cllr Litchfield to explore opportunities for speed cameras and chicanes to be installed.
viii. Community Fund: Cllr Litchfield shared information regarding 2 new grant opportunities. The first fund is a divisional grant fund where each county councillor has a pot of £3,000 that they can allocate to local projects in their division. The second fund is the strategic grant fund for larger projects with a bigger impact that help meet the council’s strategic aims. There’s a total of £290,000 in this fund for projects over £3,000 and up to £15,000. ACTION All Cllrs to consider opportunities within the parish.
ii. Update received from District Cllrs:
i. There is a full District Council meeting coming up later in the week where they expect the results of the Lincolnshire Council Reorganisation to be announced.
b) The following verbal update from the Working Groups was NOTED:
i. Recreation and green space (RAGS) group: No update at this time. RAGS looking at supporting Agenda item 12
ii. Flower Group: Parish Council congratulated the Flower Group on their successful bid to become Coop Community Champions from September. ACTION: Cllr Lees to discuss requirements for planters with Taylor Wimpey.
iii. 20’s plenty: No further update
iv. Pavilion Users Group: A meeting to discuss contracts with Football and Cricket club is booked for 16th July. An outside football club are using the pitch. Cllr Lees to approach to discuss use .ACTION: Clerk to create official Lanyards for Cllrs. It was NOTED that he should not attend on his own. A request has been received by an archer to practice on the Lowfields with the possibility of establishing a club in the future was considered. Further information was requested before a decision could be made. ACTION: Clerk to follow up.
9. COMMITTEE MINUTES (26/044)
a. The draft minutes of the Allotment Committee meeting held on 15 June 2026 were NOTED.
i. It was RESOLVE to approve purchase of a 3 legged ladder on condition that appropriate training is received
ii. It was RESOLVE to approve tree works on the orchard and boundary trees.
b. The draft minutes of the Burial Ground Committee meeting held on 26 June 2026 were NOTED.
i. It was RESOLVE to approve the Burial Ground Committee’s recommendations in relation to the gate post replacement and investigation quotes.
ii. It was RESOLVE to approve the Memsafe memorial safety work at a cost of £240 including VAT, subject to the ERoB grant holder paying the full cost to the Council in advance.
iii. It was RESOLVE to approve the Committee’s recommendation regarding the structure of ERoB including 10-year advance reservation rights, 50-year rights from first interment, and 10-year extensions.
c. The draft minutes of the Staffing Committee meeting held on 26 June 2026 were NOTED.
i. To resolve to move into closed session under the Public Bodies Act 1960 due to the confidential staffing matters to be discussed.
ii. It was RESOLVE to approve a confidential recommendation from the Staffing Committee.
iii. Returned to open session
d. The draft minutes of the Finance Committee meeting held on 8 July 2026 were NOTED.
10. FINANCE (26/045)
a) It was RESOLVED to approve the June 2026 bank reconciliations
b) The income for June 2026 was NOTED
c) It was RESOLVED to approve the payments list
d) It was RESOLVED to approve the movement of funds from the Allotment reserves to cover expenditure discussed in agenda point 9a
e) It was RESOLVED to approve the movement of funds from the Burial Ground Admin budget to the Maintenance budget
f) It was RESOLVED to approve subscription to Campaign for Rural England
g) The use of Scribe cemetery for the management of the burial ground was considered. ACTION: Clerk to request trail period
h) Quotes for Mill Row into Lowfields to tackle annual flooding were considered. ACTION Cllr Lees to meet with N Baker to discuss options.
11. PAVILION (26/046)
A verbal update was received regarding possible conditions attached to previous Football Foundation funding that may restrict changes to the Pavilion, together with the potential implications for the use of Section 106 funding. Further clarification was being sought from SKDC. It was NOTED that a ll Councillors were encouraged to put forward their views and suggestions for the Pavilion at this stage.

12. 300 YEARS ISAAC NEWTONS DEATH: ORCHARD, ART INSTALLATION, GARDEN OF REFLECTION (26/047)
i. It was RESOLVED to approve the purchase of two Flower of Kent apple trees to commemorate the life of Sir Isaac Newton in 2027. ACTION: Clerk to explore opportunities for a grant
ii. A Garden of Reflection was considered and supported in principle. A suitable location would need to be found. ACTION Clerk to explore options.
iii. It was NOTED that there is currently insufficient budget to support a village event at this time.
13. CLERKS REPORT (26/048)
A verbal update was received from the Clerk in respect of the Clerk’s Report, and the outstanding actions listed therein were NOTED.
