Minutes November 2025 EGM

  Minutes of the Barrowby Parish Council Extraordinary Meeting held on Wednesday 5th November 2025 at the Reading Room, Church Street, Barrowby. 
MEETING OPENED: 2pm
 
1. WELCOME REMARKS BY THE CHAIRMAN (25/092)
Councillor Eaton welcomed members to the meeting and thanked them for their attendance. Those in attendance: Councillors P Brown, M Brown, Durand, Eaton, Footitt, Lees, Staunton, the Clerk, C Vink, District Cllr Leadenham, County Cllr Litchfield, 4 representatives from the Barrowby Action Group (BAGs) and the chair of the Neighbourhood Plan, P Cupit.  
 
2. APOLOGIES:  TO RECEIVE APOLOGIES FOR ABSENCE AND REASONS GIVEN (25/093)
Apologies received from Cllrs McConnell-Good and Whittington. Cllr Bosworth was absent. 
 
3. TO RECEIVE DECLARATIONS OF PECUNIARY INTEREST IN ACCORDANCE WITH THE LOCALISM ACT 2011 (25/094)
a) No pecuniary interest received.
b) No dispensations received.
 
4. DEVELOPMENT (25/095)
a) It was NOTED that the parish poll gave a clear mandate to the PC to oppose development in the parish.
b) A discussion was held regarding the next steps required and the following actions were raised: 
    i. Action: Cllr Durand to submit a Health and Safety Executive issue regarding the safety of the roads with the additional build traffic. 
    ii. Action: Cllr Eaton to work with Lincolnshire Road safety partnership. 
    iii. Action: Cllr Durand to approach ombudsman to raise concerns. It was NOTED that there was a 9 month wait for the Ombudsman.
 
It was RESOLVED to approve the Parish Council should meet with the BAGs planning consultant to better understand cost implications and other possible experts that could be used in this issue. It was RESOLVED to approve that the Parish Council would meet any costs of this initial meeting. 
Action: Clerk to arrange a meeting with PC, the BAGS and the planning consultant.
 
The meeting closed at 3.15pm.

The next Parish Council meeting will be on Monday 10th November 2025 at 6.45pm at the Reading Room.
